I think once you get into MS-65 or higher, eye appeal and a strong strike should be important. This coin has neither of those. An over grade in my opinion.
What is NGP, anyway? I don't think they can be trusted...

AU-50. Don't trust any coin that is certified by anybody but PCGS, NGC, ANACS, ICG.

IF it made into MS territory, 61 at best. I cant tell if it is the pics or coin, but there is NO luster at all. I do not think the reverse is worn so much as a mushy strike. A fair grade, just from these pics, would be AU55 IMO.
