I'll be the dissenter at VF35 but an EF40 won't surprise.

I'm in the AU50 camp. New Orleans strikes are inherently weak, but this one takes the cake. Still, I see some luster in the fields and no huge distracting hits.

Well, we know New Orleans Morgans are weakly-struck by nature. On this one, look at the area around/above the ear, and the talons/arrows. Those two spots are almost flat, featureless. They blend. The breast and legs are involved as well.
And Morgans simply do_not_wear in that fashion. Only one thing can create that look - an abysmal strike even for New Orleans. It's so obvious that there's no way PCGS does not factor the strike when grading this one.
With a strike this weak, you don't even take those areas into consideration. Ignore them. Study the known wear areas elsewhere on the coin - cotton bolls/leaves, cheek, lower hair, top edges of the wings. Those are at an "AU" level of wear.
This is an AU coin.

Depending on what it looked like in hand with luster, I was going to say low end EF45, top AU55.
