I think maybe a stretch to go VF25 but at least a VF20, the rims do look messed with, filed slightly possibly to hide a bad rim bruise sounds right, also seems to be some minor horizontal lines indicative of a cleaning sometime ago. Still a very nice barber half can't say if it went details or not, usually PCGS will really ding a submitter on rim damage, the old cleaning can slide through occasionally.

They seem easier for me to grade than others like Walkers or Standing Liberty. Guess it is what you are used to and what you are buying. I do notice a trend of people grading significantly less than I do on these. I think it will grade VF-25, VF-20 at the least.

Hmm look like I got close with this one stating originally "VF-20 maybe VF-25. Anyhow a VF coin.".
