Thanks to all who responded to the question. Here is the grade assigned by PCGS. Maybe the grader was put off by all the clash marks and die polish lines. I have seen much higher graded coins that don't have the strike that this one does. It also has very few marks and nice luster.

I bought it because of the strike and eagle beak clash mark. This is the first reported eagle beak clash mark for this date. In order for the eagle beak clash mark to show up, the reverse die has to be rotated about 15 degrees or more when the dies clash because the beak would be under the shield if the dies were in the normal position. This particular coin was probably rotated approx 20 degrees when clashed thus making the eagle beak clash as big as it is.
Robert H. Knauss of " Standing Liberty quarter Varieties & Errors" book fame told me that this is the biggest eagle beak clash he has seen of any date. This particular coin did not have a rotated die when it was struck. I would imagine the reverse die was removed from the press to try and polish out the clash marks and put back in in the right position. The numerous die polish lines on the reverse attest to this happening. It is an interesting coin to say the least.

I think that it really is a 64+/65/66 coin tryna. I think this coin was under graded.

I really think that is a re-grade candidate. Send it in, along with documentation about the die clash attribution as well as a request not to re-slab unless the grade is higher. I honestly think it will come back higher, and maybe even attributed on the slab.

Such a terrific example of this key date.

I concur it is really better than the assigned grade. Seems like a lock for MS-65 FH. If it were mine I'd think about cracking it out and sending it in again, perhaps asking my local dealer to make the submission.

I can't see PCGS down grading the coin for polish lines. This one might be a candidate for a regrade, it's a real gem.

Wish I'd looked at this one earlier.

To my mind, you wouldn't see a hit as hard as the one on the reverse - looks like it got everything from the eagle's right wing through the field into the Q at the same time - on an MS64 example. The rest of the coin is primo aside the cut next to the date which grabs my eye, and I love the clashing and subsequent heavy polishing, but I can see the grader's thinking.
