Makes sense. Get a higher DSR and good feedback and sell X number of auctions over X period of time and ebay gives you lower selling fees etc. among a few other incentives. He'll lose a couple of dollars total selling these bills maybe, but think of the money saved when that Stradivarius goes up for auction.

Sometimes it benefits to lose a bit to be better in the long run. For example, having a top seller rating,you get different benefits and what not. I think the guy is just trying to build up his feedback a bit more.
