XF40 all day long and the nicest example I've seen in recent memory.

This is beautiful. Definitely high VF, on the cusp of XF (if not). I think I may cry just beholding the glory of such a fine example.

Man what a disappointment! Sadly I guess there was a reason for having it in the ACG holder.
The got the VF grade sharpness grade right. I think that the EAC guys were call the details VF-25. The commerical grade would be VF-35 or EF-40.
I think that coin would be happier raw. I know the EAC guys would like it better that way.
The die variety is Cohen #2. There still might be a big saving grace. If the edge lettering is large the variety is #2b, which is an R-6. It probably isn't, but it's worth more effort if it is. The large letters have a long upper serif on the "D"s in "HUNDRED."
