I checked my other quarters, they are just some random pocket change that I happen to have. I had one Utah quarter and it had the hub in the wheel in question. I will keep looking though.

Hey, just came across my first Utah quarter But, unfortunately it has the little hubcap inside the wheel. I was hoping it didn't. Did you ever find any more like it?

It could just be a minor amount of grease preventing the formation of that design on that area on the die.

not only is the journal missing, the entire cylinder seems to have disappeared...in fact, if you compare the two engines, the one on the right is pretty hosed.....

Has anyone found an answer to the missing hub on the 2nd wheel? I just came across one.

I've never heard of this error, until now. I don't know what would cause it, except for maybe a Grease Fill as others have said.
Errers and Varietys.

When I check PCGS Coin Facts ( http://www.PCGScoinfacts.com/CoinIm...aspx?s=39039 ) For the Denver mint 2 of the 3 coins (and perhaps the 3rd, also) show this feature of a missing hub on the second wheel, whereas none of the coins shown for Philadelphia mint show a missing hub.
