You might check to see if it is a type "B" reverse? (proof reverse used on Philly quarters from 1956-1964)

I understand there is a high leaf over the arrowhead on some 1970-D quarters. It is very rare.

Yes sir. I guess it's on some 70 and 70-D's. Did they they use a proof die like they did with the Wide AM's? Or a wrong year die like they did with the 88 LMC's?

To me it looks like the early use of the next new die on that year. Notice the arrow heads are sharp. So it was not a matter of an over polished die on the OP's coin. Just different RDV used that year.
