It does not have the eye appeal for a 65 grade. The chatter, toning or whatever it is restricts the coin in my opinion.
Bust it out of the slab and resubmit it and see what happens. The grading service likes resubs as it helps keeps the doors open. You might get lucky, too!

Alright... PCGS gave this coin MS-64.
I will show this coin to a few of the members of the Omaha Coin Club at the next meeting and see what their opinion of the in-hand coin is.
Thank you all for your input...
One last question:
If this coin stays at MS-64, do you believe that the coin would be given a CAC green bean if submitted?

As far as the coin getting beaned if submitted, I would say there is a 75% chance that it would. It is very nice for the grade.

It should bean at 64. It's in the upper end of 64 coins.

I would guess the coin should CAC (assuming nothing is "hidden" in photos).
