To me it does not look like any PMD, I am a little curious about the strike though. I do not see how this could be created due to it not having a recessed or mirrored image into it. Also, I don't see any damage as mentioned by another forum member. It looks just like a normal cent, no damage, just flare. And it is a 69, lots of interesting things happened that year. I am going to wait for SPP to post, very interested to see his opinion

I am sticking to my assessment that this is an altered coin post mint. The raised rim of the second strike can't happen in a real second strike as the collar is needed to make it.

It does look suspiciously like PMD. Is the diameter larger than a regular cent? Is it perfectly round?

kbbpll and others: The second strike is of a 12-sided penny from 1982-1989. This points to it being a PMD HAD IT BEEN REVERSED. Thus, I conclude a mint-employee brought it in and did that either on accident or on purpose.

It weighs 3.23, proper diameter, perfectly rounded...there isn't a 12 sided die to it, the first strike is perfectly rounded like the Second strike

I agree with this being PMD, altered using soft dies. Dollarman already pointed out that the raised "rim" on the second strike can't happen without a collar. A struck through cloth will also leave it with a cloth pattern and more blurred devices on the coin, and not a "second strike" as clear and sharp as what is seen here.
