looks ms but the left side of the reverse is weakly struck. this is severe on the wing on the left side of the coin. I would look for a better struck example.

It's right on the border of FH because 1930 had strong strikes. I'll say no full head.

I'm going with the majority, I agree with MS64 I have no idea about FH though because I'm still a little lost on that concept. Can't wait to hear the results!
