I would say f-12 maybe 10 but I'm not used to looking at these in lower grades. Shadowtrooper just posted one similar to this.

Have an 18 and a 19 raw that are very similar. Have them both pegged at 10 to 12

VG10 was my first guess. Knowing how TPG's grade these a Fine grade would not surprise me either.

Glad I'm not going crazy.  My grade was VG10 also. numismatic student hit it at F15. I honestly thought it was a clerical error when I first saw the slab.

Other than being a nice looking coin, it has a full clasp. You never see that on a vg coin and guessed that PCGS would give it a premium fine grade. Every broken clock is right twice a day ...
