It's called a counterstamp and was done by a company or individual. The message is fairly obvious with this example. Some are much more vague, but there are collectors in this category (considered exonumia). You can also post it here if you want: http://goccf.com/t/126486&whichpage=1

Yuck! If I received a coin with those inscriptions, I wouldn't accept it as change.
CRH Nickeloholic. 1,600,000 nickels searched in eight years! Have found FOUR complete Jefferson sets!

I like it, but then again I find counterstamps interesting in general.

I'm the maker... I think we made just a couple dozen of the NML on the dollar coins... just on some random SBAs and Presidentials that I had laying around. They didn't strike up as nicely as the nickels so we didn't make more. There was a couple others... there was a NO OIL WAR one that went on Presidential dollars with a miniature St Gaudens $20 on reverse. I usually sell any of the counterstamps for double face. I'd just start it at $2 and see where it goes. By the way, the little foot-powered press we used to make those in in storage right now, just waiting for somebody fired up enough to want to stomp out some more counterstamps.

Im puzzled by the stamps. Put it in a "To Any Soldier" envelope and send it to Afghanistan, I know some young G.I. will get a hoot out of it. When I was in Iraq in 1991 someone sent me a Jose Cansaco baseball card when he played for K.C. just anomonously sent it. I put it in the window of my Humvee and me and Jose got around. Nice deep strike though at any rate.
