That was actually my first thought. But this isn't laminated, correct? A lamination error would, by definition, be an error in a laminate? Or, an error that would cause a thin layer of material to be pushed and/or moved/removed, itself, causing a lamination? I don't know...

I think the "lamination error" refers to peeling of metal caused by improper alloy mixing prior to the rolling of the sheet of metal. This is "common" in wheat cents from the earliest times when "pure" copper was used. You might want to do a "Lamination" search in the CCF glossary of terms. An ebay search in coins of "Lamination" should provide numerous dramatic examples.

Here is my Two Cents,not a lamination. Looks like a struck through copper foil.Slight chance it is a Cud of some sort. John1

Oh for want of better photos.. I think there are multiple events.. Does anyone else see the "C" as having a die crack..? -- that then runs off to the right and to the rim..? Also, what happened to the upper-middle horiz of the "R" and lower-middle of the "I", "C" and maybe "A" as well..? As much as I'd like the "R" to have allowed metal bleed to the top, I don't think that's what happened.. Then some sort of rolled fold (pushed / pressed) along with extra metal or scrap strike through..? More..?
There's a lot going on in that small area.. Beyond my scope...

Being a 1959 it probably would not have been through a foil plating, but a struck through debris that was added to the coin. Laminations tend to run in a straight line. This isn't. It folds over the rim.

The areas where it looks peeled, actually roll up towards the rim and not is a flap up there.

Thanks for the better photos, NM.. Coop -- Is the die maybe wanting to shatter there, which is why we can't accurately ID..?

 On the 'R' it split off and folds up to the rim making a second (or third) layer there.
