This is one of the very few instances where ebay's policies align with the seller. So long as the tracking information shows it was delivered to the buyers address, your in the clear.

You did everything right. Report the issue to the P.O. and let them, ebay and PayPal sort it out. Be polite and keep the buyer informed with the steps you're taking.

You are not at fault, the USPS is at fault. Be firm, yet nice, and inform the buyer he needs to contact his Postmaster for reclamation of his goods and delivery to him, not someone else. Let ebay know the same thing, when he tries to escalate it and avoid dealing with the problem by just getting his money back from you. Do not issue a refund, in full or part, under any circumstances.

Thanks everyone for the replies. This makes me feel better. My exact response was " I mailed the item to the address PayPal provided. The tracking clearly states the package was delivered. This seems to be a USPS problem."
I have not heard anything from anyone sense I sent this. I will keep you informed if this gets escalated further.

UPDATE: Here is the buyer's response: "Hello Thank you for the responds. You sold me the coin, I didn't receive the coin. USPS made a mistake and delivered to the wrong address. I think you need to contact them it's your responsible to see what they are going to do about your problem." That was quoted. I like to think my grammar is better than that. I replied back and simply stated that with all do respect I disagree and we will have to let ebay handle this from here. I will keep you updated.

I just received an email from ebay saying they ruled in my favor. The case has been closed and the funds have been released back into my PayPal account. Thanks for all of the replies!

I like how he (with the horrible grammar) tried to make it "your problem" when it never was. It was an eBay/USPS problem, period. In my terms and conditions, I note something to the effect that I am not responsible for errors made by the USPS. The buyer can either agree, or find someone else to purchase from.

This is pretty much the only situation where the seller wins a dispute when it comes to ebay policies.
