@PS, first welcome to CCF. Second, in looking at the cuds-on-coins website, yours looks to be most similar to CU-1c-1984-53 and CU-1c-1984-28.

I was thinking the same thing. It looks like someone molded some putty over the coin and painted it.

The reason the rim is there is because the blank was upset beforehand. that area of the coin is essentially blank, and as a completely unstuck blank would show, the upset edge is still present.
