Okay, I'm going to figure out the picture thing. My phone wants mr to set to a minimum and I could but they dont allow you to move the picture around. So I'd have it under 300. And I means I have 5 other coins I'm very intrigued by but cant find any information on the internet or youtube and such. ..... and as you will see in a second I hope in the pic. , it looks like a quarter piece stamped into the bottomed section. I think it's pretty awesome looking!.... okay here's a pic .. and thank you for your advice.

Your first pic is pretty good--nice work. I have taken the liberty of rotating, enlarging, and enhancing it. It looks to me like this coin may have an area of dried clear glue on Roosevelt's cheek. You may be able to peel it off with your fingernail or a wooden toothpick.

Hey there. That's exactly what I thought too. I tried my hardest to pull anywhere or push around for any glue or anything bc thats kust weird! I did with a toothpick and my fingers wherever I could kind of grab. Not really many spots at all to grab. Do you think it's worth seeing if it worth anything? Or do you know any other tips I could try?

Right now, it is still my opinion that there is something foreign on the surface of your dime so sending it to be slabbed would be a waste of your money. As far as additional steps to prove/disprove this theory, have you tried an acetone bath? That might soften up the material to the point where you could remove it. If that doesn't work, I'd try a bath in boiling hot water. As you go through these investigations, be careful not to damage the coin as well as provide adequate ventilation, etc.

I had a thought of it being a huge Interior Die Break, but I am very skeptical and I think that it's Post Strike Damage.

There is a star imprinted on the error area next to the ear glob. Quite interesting.

Looks like PMD to me. I'd soak it in 100% acetone to see if it comes off.

I believe the unusual pattern is actually a reverse of the New York State Quarter, near the top of this image -- even some of the rim is apparent, from the nose to the ear:
