The spots could have to do with how the coin was stored, or the mixture of the metals in the planchet. As far as my opinion...I can't make a guarantee on way or the other. Even the opinions of the PCGS graders vary from day to day so I can't tell you what they're going to think. I can tell you that I only like nice original coins in my collection and I'd have no problem putting this in my collection. Sounds like he was telling you a whole lot of nothing! He'd make a good politician.

You can see the tooling scratches where the spot was removed. Strike is way above average for a FEC. I'd be at 250.00 as this coins was cleaned. Sorry.

 if you look close at the obverse spot you will see that it appears to have a couple scratches through it. for me this is an indication that something was on the coin and someone attempted to remove it with something that scratched the surface then treated that area with something to make it less visible. I really believe that if this coin was submitted it would received a details(cleaned) designation
