Here's another shot with a less distorted width accented by a varied light angle:  The cartwheel is present but there are definitely some fine line scratches present mostly on the obverse. Would these conditions detail it as cleaned or keep it from getting at least a 60?

This same coin crossed over to NGC from PCGS as an overdate variety having the same 58 grade. I'm showing this just in case someone wants to do what I did to determine if NGC would attribute a variety that PCGS did not recognize. https://www.ngccoin.com/certlookup/2164951-001/58/Does anyone think it would be worth the time or money to resubmit it to NGC in hopes for a 60? I am unable to see what's holding it back from MS.

the slab photo is better than the originals. typically you would not see a scratched coin that appears to be MS netted to AU anything so they most likely saw some wear on it that only a couple folks could tell from these photos.
i would not try and cross it personally since its in a straight holder. it would not be good if it came back as details
