Both devices are oriented correctly, so it would have had to be double struck coin.
Wasn't this same coin featured in another thread today. I believe Jim Or EV posted a link to ebay auction for the coin at $449.00 ?

Was it created with a counterfeit soft die?

EV, either it's fake or two of the most ironic coincidences for both to be identical.
So it has to be a fake. What are the chances the two coins could get double Struck in the exact same orientation.

Dan, I am assuming it's a fake, since the strike is way too crisp.

What is the give away that coin is fake?
Wheat Overlay for a clash:

1945-S-Wheat-Error.-It-Has-The-Reverse-Struck-On-The-Obverse
1945-S-Wheat-Error.-It-Has-The-Reverse-Struck-On-The-Obverse
Note the alignment of a die clash? The reverse is 180 Degrees off. The USA would not appear on the bust as the bust is incuse in the die would not appear on the tops of the head.
Again the rotation is incorrect. So unless this was done with a rotated obverse die, this couldn't happen. More of a rookie mistake faking the wrong orientation of the dies.

I'm leaning towards either a clash or a flipped 2x Strike

Actually I feel it is a fake. I make the illustrations to show that the faked coins devices were not in the correct position for either. On the other thread on that coin the devices appear only on the highest points on the bust:
1945-S-Wheat-Error.-It-Has-The-Reverse-Struck-On-The-Obverse
The reverse is different as it shows more there, but I attribute that to the flat profile on the reverse of the coin.

Us chumbalones are really interested in this. So, coop, this was a fabrication apparently made a long time ago?

On a clash, Have you ever seen the smaller letters (USA) seen on an obverse Wheat cent? Note where they should be:
1945-S-Wheat-Error.-It-Has-The-Reverse-Struck-On-The-Obverse
On the fake coin you can see them on the head. On a clash, just the outlines of the statue show. Never on the head or fields is USA seen on a clash.

Also the last image is what the reverse really looks like. The one up a bit that shows the flipped and rotated obverse is not what the reverse looks like. The reverse is the last image with nothing showing on it. Just the obverse was altered. If one side is affected, then it didn't happen during the strike.
