When someone mentions a GSA Morgan, I automatically think -61 or -62.
Your coin is better than that.
-63 for sure and -64 is reasonable.

I would not at all be surprised if PCGS gave it MS64.

Is it still in the GSA plastic or did you have PCGS remove it and label it GSA?

I'd say 62-63. The cheek is pretty distracting with all the bag marks.

MS64+ as a GSA I think the TPGs go easier on GSA CC dollars as far as bag marks. If it were any other raw 1884-CC it would drop this to MS63 or IMO.

Nice coin! If it was cracked out of the GSA holder, I think NGC sees the obverse as 62, reverse as 64, for a net grade of 63. If it was a crossover, I think NGC goes to 64.
