PCGS bumps coins up (+ 0.5 to 1.0 grades) or knocks them down (as much as -2.0 grades) for eye appeal. Since this is PCGS, I'm sure they have it as 65. The coin has really nice eye appeal, and that would cause them to bump the technical grade. This is one of many reasons why Bluesheet prices for some PCGS 65 Morgans have dropped and why some NGC 65 Morgans trend higher.
If PCGS has it as 65, I definitely disagree with the grade. This coin is a solid 64, all day. IMHO, it should trade above a generic 64 because of the eye appeal, but it isn't a 65. If I saw this coin at a show, I'm a buyer or seller at 64, with the haggling centered on the amount of value bump for eye appeal.

EDIT: If I saw this at a show, I'd price haggle about 1/3 of the way between 64 and 65. The eye appeal is well worth that bump.
