The Coin's double rim doesn't resemble the damage that is cause by removing a coin from its Encasement. The doubling of the rim is more likely caused by Die Collar Clash. I also see Cud marks and die cuts throughout. A double dash error is known to cause a perfect, almost unrecognizable dent, like the one I uploaded.
The case of the Encased Coin!stay tuned Folks!

Just an former Encased Cent.

Notice how there is less space between the rim and the bust as well as the rim and the 8, a collar clash would not do this, damage would.

No, this is damage as mentioned before. All of it is unfortunately. 100% PSD. This can't happen at the U.S. Mint. It's impossible, since the minting process doesn't work that way.
Errers and Varietys.

Note the edge of the coin. Where the rim is flatten is where we see the coin was damaged when it was put into the holder. Just a damaged Wheat cent now.

My coin mirrors the image of a rim error caused by a "die Collar Clash.

When a die clashes with the collar a dent or indentation is formed on the die. When a coin is then struck with this die a raised area will be left at the rim of the coin. Your coin exhibits a recessed area at the rim. I must agree with the others that your coin was a former Encased Cent.

Two things to consider why this is NOT a "die collar clash" (in addition to what Stoneman mentioned)-
1)There is only one die collar per strike so it could NOT affect both sides of a coin.
2)The area affected would NOT include the entire perimeter, but only a portion of it.

This is a heavily circulated and damaged coin. This coin has no errors. There is nothing special about this coin that gives it any premium. It is worth maybe 2 cents and 2 cents only.
