It must be die chips, damage, or a combination of the two.

There is a small rectangle under both of the second 1's in the date. Not sure if that is supposed to be there or not but It looks like it would line up with the first "A" in Britanniar, if that were to be an "E" under the "C"

Looks as if they made a restrike over an older design. More letters have anomaly-like features, even the date 186 and the 1 especially. Appears that there is a maller more narrow 1 beneath it.. Maybe some kind of variation?

No - no other letters have anything underneath.

I think that it is a partial E under the C.
There are others in this series with similar legend blunders so its quite possible.

I feel fairly certain that if the letter had been re cut on the die,
that the re cut would have long since been documented as a variety.

With this as a background, my thoughts lean to the idea that
what we see here are three small die chips.

Perhaps Downies or Noble Numismatics may be able to comment further.
