Not to many hits on the coin, but the ones that are there are deep. And not sure about the luster. Maybe just the lighting

63 if the luster is flat, 64 if booming. Hard to tell from the photos.

the 98(P) is typically sharp and bold. this one does not reach that level. the breast is flat as well as all the higher points in the hair.

it could be the way the lighting is hitting the coin but to me it looks like it had a light dip and possibly light polish to lessen the scratches and nicks across the cheek, neck and breast

if it grades straight I cant see it higher than MS63

It's a soft strike, baggy, and has a couple deep hits. MS-63.

MS-63. I do have concerns about the luster. Just doesn't have that frosty cartwheel look. Either over dipped or cleaned with baking soda and water.
