I am not trusting that this is a true mint error. To me it looks as if the coin was picked up with hot pliers. I could be wrong as I'm certainly no expert. I'd love to get Mike Diamond's take on this one.

It's a broadstrike with a flipover partial brockage.

Thanks! I trust Mike is correct, but how can you tell it's a partial brockage rather than a partial indent strike since no reverse design is visible in the brockaged area?

It's a flipover brockage (a brockage from a flipped-over cent). Therefore you expect to see incuse, mirror-image obverse design elements. In this case you can clearly see the front lower portion of Lincoln's bust.

I see what you mean. I thought that was just this coin's obverse struck weakly through the other planchet, but I think I'm seeing the bow tie.

Edge of indent area different diameter to that of the coin.
Before a value for this item can be found, the explanation for which type of error it happens to be, needs to be near 100 % certain. You could get it slabbed and authenticated, but the fees may be more than what the coin is worth.
