Hmm, that doesn't look right. I'm thinking someone may have polished a business strike and replaced a normal S proof with it. Does the case show any signs of tampering?

The reverse definitely seems too dull for a proof and the tape on the edges makes me think it was likely tampered with.

I wish it is real, it just doesn't look good at all from what I can see.

I'm in the "tampered with" corner on this one for the same reasons as noted above. Would certainly get the heart rate up finding that when you open up a proof set, but I think with a little more research this one will end up being a polished business strike. Hoping for the best as it would be a fantastic find, but doubtful. That tape on the case is a huge red flag.

The reverse Memorial and bays should be a cameo if it is a proof cent. Also the outer edge of the rim next to the edge, should have a fin look on it, on both sides, but not completely around the full coin. The business strike will not have that:

If these are missing, then it is a polished 1990 normal cent that was polished.

to CCF. It looks like a business strike cent in a proof set holder. Also, make sure to flatten those staples.

Just realized there is one set with tape on it. A clue that it is not the real deal. The set was opened and the coin was exchanged. (Just noticed this now) Then it is a not a proof coin.

Yes a switcheroo of the 1990 Lincoln . Coop beat me to it but I was going to mention the scotch tape on bottom of set , dead giveaway .
