With new pics, I'd also have to agree. I was pretty confident with NT with the first set of pics, but will side with the AT crowd with new pics. Surfaces are quite lifeless, and also agree with the over dipping. UNC details, cleaned and AT, QC to say the least.

One more reason I gravitate away from heavily toned coins.

I wonder if this is a coin where they wrap a coil around the edge and the coil heats up causing the ring ?

Cleaned/retoned. You can see the hairlines in the right field of the new reverse pics.

Still leaning towards AT, due to the lack of pullaway, among other things.

If I roll a bunch of silver coins in brown paper, and after a certain period they get that or a similar toning around the rim, would that be considered artificial toning?

It's not artificial toning unless you are using something to expedite the natural process (heat, chemicals, gases, etc)

no doubt in my mind the coin was cleaned. surfaces on both sides are displaying a coin that has had all of its original surfaces removed
