Hello regarding the yellow stuff, it seems to be some sort of chalky substance that can be wiped off, I just haven't fully got it off yet haha maybe a few cloth rubs will do it

Be careful of the "rubbing", as there are already scratches on the OBV from someone cleaning it. Except for the yellow, I think XF-40. Nice coin

I'll say AU-50 but the surfaces suggest mishandling or cleaning.  to the CCF!

AU50 Lines on the obverse indicate cleaning.

It's not cool. Abrasive cleaning that leaves lines on the coin will reduce value by about 50%.

 @Richelieu  AU50, harshly cleaned. The yellow might come off with a soak in acetone.

I think these are circulation scuffs and not hairlines from cleaning. AU-55.
