Failed attempt of someone trying to make an error coin. The edges seem to have been reeded so I believe its a quarter sanded down to the copper layer. Then they tried to make an off-center strike of a dime and failed miserably.

Still it is damaged. Someone took some tool and purposely removed the outer layer of a coin, perhaps a half dollar, then put it in some pressure device, perhaps a vice, with another coin, perhaps a dime, and squeezed them together to produce this damaged piece of metal that you posted.

a sanded down Kennedy half dollar coin then another coin was pressed into this one. (you can still see the remnants of the reeds on the edge.

To answer your question; Sanded down means, someone took sand paper and or a file to the coin until the design was erased.
