I'm not sure it would be classified as a Cud because the piece of the die seems to be there. Maybe a pre-cud? This is in a grey area for me.

Honestly, to me it looks like a folded over lamination or a rim apron that got ripped where it connects to the rim. It looks like you could slide a toothpick under the metal over the O. Is it truly a solid chunk of metal that is 100% part of the coin surface directly beneath it?

Brandmeister I don't think it's solid and I kind of agree with you that it looks folded , all thou I like to mess with toothpick to get some dirt off some coins I'm afraid to use it here in case that it peel off and I wont be able to glue it back .
