It is indeed Saudi Arabian, and commemorates the death of King Faisal. The dates "1324" and "1395" (in Arabic numerals) are his birth and death years in the Islamic calendar - 1906 and 1975 respectively.
The small "925" on the mosque side is presumably the silver(?) fineness.

Sorry, I have checked and found thar .925 mint mark on this medal is not a production of SAMA. It is minted by someone unknown or by Ministry of Interior, Saudi Arabia, not sure.
