1926 D Peace Dollar Error Or Not

I have just got this one in looking closely for Vam3 found the rays and letters LIBE all flattened but the coin is BU no circulation wears the 1 in date has a minting ding but why is the top of coin flattened? I remember something in the way of this was some kind or error in the past but can't remember the story

I am sure it would come back as Scratched but not sure about the flattened lettering and rays could it be during the reeding process it got damaged? the entire legend area is flattened
