It does HondoB, I could not find anything relating to drums like this on tokens..

Got this all those years ago from an auction in North Carolina if that helps ... Maybe something in that states history would be a clue ?

@d, I think that the punch had a small flaw on the "drum" at about 8:30. That could lend credence to it being hand carved.

I will point out that the third stamp, on the right, is not identical to the other two. Or in more numismatic terms, the left and central stamps are "die matches", the right one is not. the circle is narrower, and the forward-foot is thicker, for example.

My assumption as to the origin of this piece would be: someone made a metal-stamp (for whatever reason) and decided to test it on a handy piece of blank metal that happened to be round. Tested it again. Maybe noticed the chip at the bottom of the circle. Decided no, they didn't like it, so had a new stamp made, with the same basic design. Tested this stamp. Perhaps liked it now, since that's the end of the test stampings.

If this scenario is true, then "what it means" would be tied to whatever the stamp is actually intended for. Which wouldn't be discernible unless you found a similar stamp on some other object.
