I am not quite sure I understand your question.
Roosevelt dimes are indeed quite frequently found in high grades, I own several NGC MS67 silver Roosevelts and I did not pay over $40 for any of them. The 1996W(key to the clad series) is also frequently found in high grades and with full bands as it was essentially a one-off commemorative issue only available in Mint Sets. IMO, it is not worth the expense of slabbing one unless it is an absolute lock for at least MS67. Even in that lofty grade, Numsimedia only lists it as a $45 coin(MS68 is better @$100).
