Appears to be a Cud @ 7 oclock. But then, appears to be a hole NW where a lamination broke loose during strike, and was pressed into the coin. But I'm amped on coffee.

It appears to be a " Cud", where a chunk of the die broke off, and the coin flowed into the gap upon striking.
You might also check out the date on the other side, because these 1/2 Dineros have a lot of dramatic overdates.
Here is the date on my 1903/1897--the underlying 8 and 9 are very clear
