For the PCGS coin, it's the highest graded, for the NGC, they have graded some at 67. Some of the members of the PCGS registry sets are some serious folks that will lay down some serious coin when it comes to top pop coins. Most of those that are going to be slabbed probably have been by now. Theyll probably be hesitant to change their top pop for a border line coin as well.
