I've seen Proofs of different denominations, Mercury dimes, Jefferson nickels, etc., with a very dark almost black Reverse. The Obverse is normal Proof appearance.

Example:

Why does one side (Reverse) change differently than the other side?

My guess is that one side is exposed to the elements more than another. The coin you show looks like it is in a Whitmans folder. Maybe the reverse reacted to the gases given off from the folder, especially since the reverse side would have less venting action being sealed between the coin and the paperboard. I don't think fumes and or acids in the paper and glues were considered when those blue folders were produced. Technology today can now give us archival quality protection for our coin storage choices.

chrycopaul got this one I think but I also think that on this coin it could have more to do with the lighting than the coin. I do see the purple on the building but I think that this reverse is not as dark as it looks. a bit yes but not black. JMHO and I could be off a degree or two but I would buy this coin if I needed it.
