Low Serial Number?

I went to the bank today and glanced at the serial numbers of three 20 dollar bills I received. One was IG 00064402 D Would this classify as a low serial number or anything else since it is all even numbers?

As a rule of thumb, anything lower then 1000 is a low serial number.

I would have said anything lower then 100 is a low serial number.
