Hi Soulflow, welcome to the forum!
I can't tell whether the tiny white specks and the reverse haze are on the coin or just on the holder. I don't see any major marks, though, so I'd estimate PR65. This is a brilliant proof with very little frost on the devices so it won't earn a Cameo designation.
There is a rare 1961 proof variety with a strong reverse double die. Those are quite valuable; too bad this is the normal one!
This would be a nice start to a Franklin proof collection. Do you plan to get any more?

Can you get a clear picture of the bell line?
but as what I see now I would also give it a grade of pr65
