On October 14 I sent an express envelope with a dew Banknotes in it to Regina.
It was scanned for acceptance at
15:15 at my local post office.
2 days guaranteed delivery printed on the envelope and the fees for it paid.
The next time stamp is
October 15 at 03:15 , Richmond BC.
The next one, and that is the big issue here, is
October 18 at 01:27 in Regina. ( 3 days from Richmond to Regina?)
The next one is at Regina October 20 at 07:32, as processed at Regina.
October 20, 09:04 out for delivery and finally delivered at October 20 , 12:14 PM
Is this express service?
What are my options here?

What are your thoughts? And or experiences?

Wow that is not express at all, what is that 6 days! that is how long it takes for letter mail (0.85 cents) !! I would call them or confirm that it was actually express. Also to see if it went through on your bill.!

2 days*
It's the * that's important, you have to read the fine print, if you didn't mail it from an urban location guaranteed delivery is five business days, that's what you got. If they don't meet their guarantee all you get is a voucher for your next Xpresspost adventure.

When you type in the tracking # to the canada post website check what the standard delivery time states for your item. If your item is delivered anytime after the standard time. File a claim with canada post and you will receive a cheque in the mail for the full postage amount you paid.

Looks like the op is in the metro Vancouver area, and Regina is also a center so there is no reason it should have taken this long. I would open a file with CP.

Standard delivery times does state the delivery to be the 16th. Ok,to be fair, give them to the 17th.
And YES, it was a Express shipment with a tracking number.
AND, that small print about a rural area does not mean anything if incompetence and negligence is involved? I do not believe Campbell River to be a rural area. Nor, in this case Courtenay.
Mail is being picked up by CP track at 1700 daily and taken to Vancouver/ Richmond and is there by Midnight for sorting. It used to go to Victoria. But, for "better serving our clients", many millions were spent in Richmond on a new facility (even though a few years back the same story was the reason for a new Facility in Victoria which is now dormant)
The problem in this case is between Richmond and Regina.
I will file a claim with CP and see what happens.
NOW, since it arrived too late in Regina, the items, notes, could NOT be shown at the Regina coin show to a potential buyer. my friend sent it back as express post and it took 5 days to get here. I have all the evidence. It Clearly says on the envelopes : 2 days... Guaranteed delivery!
the only exception would possibly be "force majeure".

Another, even worse issue, and I invite your comments to this one. Each of the two incidents are true as described, in case anyone should have even the slightest doubts:

Just received an email from a person in Ottawa.I have sent coins to this person before via express post without any problems. Item was Posted (at the same postal outlet as the other to Regina) on Monday Nov 03. IT arrived on time November 05 in Ottawa at the recipients mailbox. No problem there. On time delivery!
However,
Here is the email I just received from the other person in Ottawa:

Quote:
Dear JXXXXXXXX
Just to let you know that I received the coin. It was actually here Wednesday night, but I didn't pick up my mail until Thursday night, and didn't open it until later that night.

Now the bad news: it seems to me that you and I have been sabotaged by Canada Post. There is a single, sharp puncture in the package which, yes, goes straight to the coin, which is now dented. To me this was no accident on their part. I know that they have equipment to let them identify the shapes of the contents of packages, and the strike was too precise (right in the slot of the cardboard that you used to buffer the coin and dead center of the coin itself) to be an accident.

This is not the first time I have seen this. About nine months ago we sent a framed picture to a friend in London, Ontario. It arrived crushed lengthwise. Why would they do this? Well, aside from some people just being malicious, Canada Post employees are very unhappy about the changes that are happening there, such as the elimination of door-to-door delivery (and many jobs). Maybe they figure that people will pressure the government into reversing things. If not, they at least get some satisfaction out of causing trouble for their employer.

I'll send everything back to you so that you can put in a claim for the insurance. Even if you didn't put insurance on the package, Express Post automatically comes with $100 insurance, so it won't be a total loss for either of us. They also should refund you the shipping cost. You'll see how it all lines up, and how it could not have been an accident.

This is a disappointment for both of us, but it's clearly not your fault. It looks like it was a lovely piece. We'll discuss settling up after you receive the package back.

LXXXXXX

I am now waiting for the sabotaged envelope and coin to come back to me.
The item was paid via Paypal and I am just wondering about Paypal insurance, damaged goods?

Canada Post if they are not losing your item lets destroy it why? because we can. I know it's expensive but if I have a coin worth 100 dollars or more I ship Fed-X. I'm very lucky because my wife works for them and we get a big discount. For most the cost is to much I don't trust Canada Post I worry every time I'm waiting for a coin to arrive in the mail. You can try to complain to them, I think you might get a better response from a dead person to get up move then Canada Post. I had a seller mail me a coin it should of taken 3 to 4 days to arrive, 3 months later it showed up I contact the seller to Bill me again since she did refund me after 3 weeks.

I wish you all the luck in this matter. You are about to enter the twilight zone of insurance coverage for numismatic items.

Tripoli,
there is NO twilight zone in Canada. Canadian Coins shipped within Canada can be insured for up to $ 500, perhaps even higher by now. that I am not sure. This is a long standing policy which was initiated ORIGINALLY by the RCM because they needed coverage to ship out their sets way back..
I believe this also goes for shipping to the US. BUT not to a other destination country.
the cruncher here is that Canadian money is legal tender from 1858 to present. And NO insurance co or carrier will insure these. There are insurance companies who do on a special policy for hefty fees and rigid conditions.
However, the interesting thing is this: Collectors coins can be insured through the mail system to most countries as long as these coins are NOT valid currency anymore!
I know, EU postal systems do NOT cover legal currencies either. I even have it in writing from Austria Post and Swiss Post. I also have an inquiry in with the Dutch and German Post system, they just take a long time to reply.

I've been on the other end of that situation twice now.

Middross, depending how it transpires, I will go all the way and if need be, even further. But have to wait till I get it back.
I do have pictures before. And will post before and after when I have it back.

Here there are 2 different issues: The time and the damage.

About the time. I`ve been told by the postal clerk that sending an express envelope takes exactly the same time that a regular lettermail. The difference is that you get tracking, signature and the coverage, that's why yo pay the extra ($11 or something like that).

But if they guarantee you 2 days, you can fill a claim here: https://www.canadapost.ca/cpo/mc/pe...delivery.jsf

And this one is the form for the damaged item: https://www.canadapost.ca/cpo/mc/pe...ry.jsf?ssl=1

Arianzo, the signature you will only get if you pay the extra fee, if you are lucky that your mail person does it.
Fact is, that ANY signature obtained at the address will be enough proof of delivery to that ADDRESS, not necessarily to the specific addressee who resides at that address. Beats me...
