how low would a Serial Number have to be to be considered collectable?

You're better looking for solids, radars and repeaters.

You could tap into a non-note collecting market with some potty humour (69,420 etc.) But I've only seen anything less then 99 command any premium.

Anything under 1000 is considered fancy numbers, but some collectors don't consider that low enough. Numbers under 100 have a nice premium value.

Anything under 1000 will be considered low...

Course.. I always keep my eye out for "204" notes and 9 999 999 solid notes..each collector really has their own thing..

I've always wondered if collectors will actually pay a premium for high numbered notes. would it have to be more than 9,999,000 to have a premium or something?

For me.. yes.. it HAS to be the very last note of the series.. I like solid 9's

On the canadian paper money forum.. there is a registry for serial numbers that also has info on highs and lows.. I like to look at that occasionally to see if what the chances are of getting a solid nine serial in a set prefix
