It appears to be a struck-in rim burr. If so, this would be more accurately characterized as a damaged planchet.

This coin is not a rim burr. On edge, the planchet can be seen to have a jagged crack. The right side was positioned up and inward and then struck. Mike is correct in that if it was a rim burr, it would be more accurately described as a "Damaged Planchet."

I should note that a chipped "button" might also be a cause of Ty-1 Burrs.
