It's on ebay and more then likely gonna bid on it solely for the fact that I can't seem to find ANY info on it

Never.

It would appear to be the anniversary of the Statue of Liberty (1886) but why on the Eisenhower dollar, and a 1977 one at that? Had to be a promotional gimmick.
