Looks to me like coin counting/wrapping machine damage.

The photo isn't very good... I need practice. It's not a scratch over the date... It's smooth and part is raised.

Actually, I take it back. Just looked again, and although it seems lower above the date, it's looking like a scratch. I need to buy a better loupe. I also need some photography lessons! Lol

Coin wrapper or vending machine damage. The devices on the outside ring are incuse. Thus a scratch in that area does not affect those incuse devices. PSD
