Can someone tell were counter stamped Lincolns are made. Are they make at mint or are make by someone

They're made outside of the mint.

Welcome to the forum.

Counterstamped Lincolns are just like other Lincolns made by the Mint. Except that after they are released into circulation someone else stamps over the design. Some people collect counterstamps but many think that they eliminate all numismatic value. I think it probably depends on the history of the counterstamp and whether or not it can be authenticated. Type "counterstamp" into the search box on the upper left for more information on these.
