International Package But No Customs Form

So I just got a package from Germany, it wasn't coins. It was a CD. Anyways it was sent via Luftpost (Air Mail) and I thought it was interesting that there is no customs form on the package anywhere. I thought those were required?

Can't answer, but we got a dvd from England last week, same thing, nice tidy envelope, and not much else.

Maybe it's different in the EU but I know here we'd have to fill out a customs form to affix to the package.

Perhaps the customs slip is removed before delivery.

You must have a custom form or no way for any package to clear except for pure luck.

I deliver foreign packages daily and many do not have separate custom forms. Most have some kind of declarations on the shipping labels but some have nothing but the address. I can't tell you why some do and some don't but I see them everyday.
