It looks like a Mercury dime with a chip out of it, most likely post mint damage.

Tip: try to make photos of at least 2 sides of the coin, that usually makes things a lot easier. :)

Looks like PSD. The clip is the wrong size for an incomplete planchet.

Maybe a 1916 that had the date clipped off to make it easier to remove the 6 to apply over the 7 on a 1917-D

I thought it was neat because in the chip it has the same design as there is around the whole dime! The ridges are the same.
