I don't know who decided it but, anything over 4mm^2 is a break. There is a definite die crack coming from the rim and going into the left wheat stalk. There are also many accompanying chips along the length of the crack going well south into the stalk. So, taken altogether, I think it qualifies as a die break and not just a crack or chip.
