Now here's a coin that deserves a better looking at, but in an area you're not looking at. The reverse. The lines on the obverse are most likely post strike, source unknown. If it were planchet/blank/stock plate, the lines would have been removed from bust upon strike. I'd like to purse better pix of the area around the O of ONE. It could very well Bea damaged scrape but it seems the lower left quarter of the device is shallower than the rest and a portion at 10 o'clock is intriguing, die chip, moved metal? Hmmmm?
